Hi, RotoBallers! Welcome back to another Two-Start Pitchers - Fantasy Baseball Waiver Wire Streamers and Starts article for Week 16 of 2025, from July 14 to July 20. The All-Star break becomes an extension to the week before or after in many leagues, giving you the rare chance even to stream a three-start pitcher.

Every week of the 2025 fantasy baseball season, this fantasy baseball waiver wire pickups column will identify starting pitchers in line to make two starts in the upcoming week. It will look at fantasy baseball streamers ahead of the Sunday night waiver wire run for leagues with weekly transactions.

Since nearly every pitcher taking the mound this week will qualify for a two-start week, we have a whopping 90 pitchers currently scheduled to make two starts during this period. We will examine the best options with roster rates under 50 percent. Pitchers with roster rates over 50 percent will also be listed. The other two-start pitchers are available, but they are not listed, as they should be avoided.

Best Available Two-Start Pitcher Streamers

Mitch Keller (47% Rostered), Pittsburgh Pirates

Scheduled Starts: vs. CHW

Mitch Keller has gone on a tear in the past month, with a 2.05 ERA, 3.57 FIP, 0.88 WHIP, 19.8% strikeout rate, and 5.8% walk rate in his last five starts. He's now improved his season-long numbers to a 3.58 ERA, 3.39 FIP, 1.17 WHIP, 18.9% strikeout rate, and 5.7% walk rate through 19 starts.

However, Keller's low strikeout ceiling makes streaming difficult, as many are put off by a 9.6% SwStr rate, 27.4% CSW rate, and 95 Stuff+ grade. Still, his 57.5% zone rate and 6.6% barrel rate will keep him in games.

While he may not be bulletproof, Keller should pick up where he left off in his start against a White Sox offense ranked 28th in scoring this season.

Max Scherzer (44% Rostered), Toronto Blue Jays

Scheduled Starts: vs. SF

Max Scherzer's return to the mound has disappointed, but he's still kept afloat. Through five starts, he holds a 4.70 ERA, 4.87 FIP, 1.26 WHIP, 25.5% strikeout rate, and 7.4% walk rate.

He's had issues with run prevention, but an 11.9% SwStr rate and 29.6% CSW rate keep him relevant in fantasy baseball for those in need of a boost in the strikeout category. There should be some better starts ahead, as his 33.3% HR/FB ratio and .298 BABIP should eventually settle down.

A San Francisco offense ranked 19th in scoring this season shouldn't prove too difficult a matchup for most. While the 40-year-old Scherzer comes with some risk, he should be able to rack up some strikeouts against a subpar offense this week.

Riskier Two-Start Pitcher Streamer Picks

Trevor Rogers (44% Rostered), Baltimore Orioles

Scheduled Starts: @ TB

Trevor Rogers hasn't slowed down since returning to the mound, with the 27-year-old now sporting a 1.57 ERA, 2.81 FIP, 0.87 WHIP, 21.8% strikeout rate, and 7.3% walk rate through five starts this season.

There's little chance he stays this hot long term, as his .211 BABIP, 5.3% HR/FB ratio, and 85.4% left-on-base rate rank him among the luckiest pitchers in the league. Still, a 3.93 xFIP, 12.8% SwStr rate, 27.9% CSW rate, and 46.8% groundball rate make him a serviceable option ROS.

While he should have a good shot against most offenses, a Tampa Bay Rays lineup ranked second in scoring since June 1 is too intimidating a matchup for Rogers to qualify as a safe stream.

Brayan Bello (42% Rostered), Boston Red Sox

Scheduled Starts: @ CHC

Brayan Bello has kept his great season going, with a 3.27 ERA, 4.37 FIP, 1.30 WHIP, 18% strikeout rate, and 9.4% walk rate through 85 1/3 innings this season.

There are few pitchers you can take against a Cubs offense ranked second in scoring this season, Bello is not one of them.

Quinn Priester (42% Rostered), Milwaukee Brewers

Scheduled Starts: @ LAD

Quinn Priester is surprisingly still chugging along, with a 3.55 ERA, 4.24 FIP, 1.25 WHIP, 18.8% strikeout rate, and 8.6% walk rate through 88 2/3 innings this season.

While there may be a debate with him against lesser offenses, you cannot stream Priester against a Dodgers offense leading the league in scoring this season.

Michael Wacha (39% Rostered), Kansas City Royals

Scheduled Starts: @ MIA

Michael Wacha is doing Wacha things, with a 3.74 ERA, 3.87 FIP, 1.27 WHIP, 18.7% strikeout rate, and 7.3% walk rate through 19 starts.

Wacha's 26.3% CSW rate and 4.25 xFIP might indicate that he lacks the juice to tread safely against better offenses. He should be fine against a Marlins offense ranked 21st in scoring this season, but he shouldn't be your first option off the waiver wires this week.

Jose Soriano (38% Rostered), Los Angeles Angels

Scheduled Starts: @ PHI

Recent missteps have sullied an otherwise solid season from Jose Soriano. Still, he holds a 4.00 ERA, 3.31 FIP, 1.44 WHIP, 20.6% strikeout rate, and 11.3% walk rate through 19 starts this season.

The strikeout numbers should stick, as he's kept up a 12.6% SwStr rate and 29.1% CSW rate. Considering his elite 69.7% groundball rate and 7.1% barrel rate, his .327 BABIP and 70.2% left-on-base rate should even out in later starts.

However, a talented Phillies offense ranked 12th in scoring this season offers too much danger to stream Soriano safely this week.

Jeffrey Springs (32% Rostered), Athletics

Scheduled Starts: @ CLE

A stretch of great starts has ostensibly salvaged a subpar season for Jeffrey Springs, as he now holds a 3.92 ERA, 4.79 FIP, 1.23 WHIP, 18.6% strikeout rate, and 8.7% walk rate through 103 1/3 innings.

You'd feel good about Springs getting out of hitter-friendly Sutter Health Park to face off against a Cleveland offense ranked 26th in scoring this season, but the 32-year-old's 4.53 FIP in away games makes it difficult to stream him this week confidently.

Dean Kremer (24% Rostered), Baltimore Orioles

Scheduled Starts: @ TB

Dean Kremer has had a rough year, with a 4.24 ERA, 3.92 FIP, 1.27 WHIP, 19.3% strikeout rate, and 5.9% walk rate through 108 1/3 innings. He hasn't pitched well enough to stream him against a Rays offense ranked second in scoring since June 1.

Jack Leiter (24% Rostered), Texas Rangers

Scheduled Starts: vs. DET

Jack Leiter has had moments this year, but a 4.37 ERA, 4.48 FIP, 1.36 WHIP, 19.9% strikeout rate, and 11.1% walk rate through 16 starts this season. Detroit's offense still ranks sixth in scoring this season, so it's best to leave Leiter alone this week.

Jose Quintana (20% Rostered), Milwaukee Brewers

Scheduled Starts: @ LAD

Like many pitchers featured on this list, Jose Quintana has maintained a low ERA despite poor performance in other categories. Through 13 starts this season, he holds a 3.28 ERA, 4.36 FIP, 1.36 WHIP, 15.8% strikeout rate, and 10.2% walk rate.

He won't hold up against a Dodgers offense leading the league in scoring this season.

Colin Rea (18% Rostered), Chicago Cubs

Scheduled Starts: vs. BOS

Colin Rea has kept afloat this season, with a 3.91 ERA, 4.78 FIP, 1.26 WHIP, 17.1% strikeout rate, and 6% walk rate through 92 innings. But, he'll face off against a Boston offense leading the league in scoring since June 1. Avoid Rea this week.

Andrew Heaney (17% Rostered), Pittsburgh Pirates

Scheduled Starts: vs. CHW

Unlike his rotation mate, Andrew Heaney's season has gone downhill lately. He now holds a 4.41 ERA, 4.72 FIP, 1.24 WHIP, 18.2% strikeout rate, and 8% walk rate through 18 starts. He does not have the momentum to be a preferred streaming option this week, despite an advantageous matchup.

Eduardo Rodriguez (17% Rostered), Arizona Diamondbacks

Scheduled Starts: vs. STL

He's had some great starts lately, but Eduardo Rodriguez still holds a 5.94 ERA, 4.55 FIP, 1.67 WHIP, 23.9% strikeout rate, and 7.7% walk rate through 16 starts. You shouldn't stream him against a Cardinals offense ranked ninth in scoring this season.

JP Sears (17% Rostered), Athletics

Scheduled Starts: @ CLE

JP Sears has had a rough year, with a 4.79 ERA, 4.89 FIP, 1.25 WHIP, 19.1% strikeout rate, and 5.8% walk rate through 19 starts.

However, a road game against a Cleveland offense ranked 26th in scoring this season puts him in a better spot. In 54 1/3 innings, Sears holds a 4.14 ERA, 3.80 FIP, 17.3% strikeout rate, and 4.9% walk rate in road games. However, a 4.61 xFIP in road games prevents Sears from being a safe stream.

Lance McCullers Jr. (17% Rostered), Houston Astros

Scheduled Starts: @ SEA

Lance McCullers Jr. has had a rough return, with a 6.48 ERA, 5.77 FIP, 1.66 WHIP, 24.5% strikeout rate, and 13% walk rate through 10 starts.

A Seattle offense in T-Mobile Park is an easy matchup (.685 home OPS), but McCullers is not safe even in that environment.
