2025 Best Ball Quarterback Rankings for Fantasy Football

Fantasy Football Quarterback Player Outlooks

Josh Allen, Buffalo Bills

Buffalo Bills quarterback Josh Allen has finished as a top-two fantasy quarterback every season since 2020. The reigning MVP has rushed for 27 touchdowns over the past two seasons, giving him an astronomically high ceiling year in and year out. Allen's 2025 performance without a WR1 after the departure of Stefon Diggs put any questions to rest about whether or not he needs a star receiver to flourish. While his passing yards went down to his lowest total since 2019, Allen threw a career-low six interceptions and continued to flourish on the ground.

Offensive coordinator Joe Brady returns, whom Allen credits his MVP season to. Allen's receiver room looks similar to the way it did a season ago, but this should not hold him back from producing. He should be the first quarterback off the board in most formats, given his safe upside and the potential to explode in any given game.

Joe Burrow, Cincinnati Bengals

Cincinnati Bengals quarterback Joe Burrow will begin his sixth season in the National Football League. Although expectations have been high for the former LSU Tiger since entering the NFL in 2020 as the No. 1 overall pick, they will be even higher heading into the 2025-26 campaign. Burrow is coming off an MVP-caliber year, finishing with 4,918 passing yards, 43 touchdowns, and 460 completions, the best marks at the position, and he did all that despite being sacked 48 times.

Unfortunately, the offensive line is still projected to be one of the worst, which isn't good news, especially for a signal-caller burdened by various injuries over the years. On a positive note, the front office has at least been mindful about bolstering things on the defensive side of the ball, potentially taking some pressure off Burrow. Of course, there are some who don't believe he can remain as productive. But fantasy managers have reason to believe he'll remain as potent in 2025-26, considering Ja'Marr ChaseTee Higgins, and Mike Gesicki received new contracts.

In addition, Chase Brown easily had the best season of his career. With that in mind, Burrow will need the offensive line to at least keep him from taking the kind of hits that could result in another injury. If that happens and Burrow can stay healthy (along with the rest of the offense), he certainly has all the tools needed to finish the season as the top fantasy quarterback while earning a Most Valuable Player award in the process.

Kyler Murray, Arizona Cardinals

Going into his seventh season, Arizona Cardinals quarterback Kyler Murray has yet to establish himself among the NFL's elite at the position. While he has shown flashes of brilliance, Murray always seems to fall back to earth by the end of the season, and 2024 was no exception. After earning a quarterback rating of over 75 in five of his first 12 games, Murray failed to top a QBR of 60 in each of his last five games, throwing eight touchdowns to five interceptions in that span.

Worryingly, Murray still has bad habits of locking onto his first read and holding onto the ball for too long. According to Pro Football Network, Murray held the ball against the blitz, the 7th-most in the league. Overall, the former No. 1 overall pick finished with 3,851 yards, 21 touchdowns, and 11 interceptions while rushing for 572 yards and five touchdowns over 17 games last season.

This will be a pivotal year for Murray, as he has all the help he needs to thrive: a great offensive line (6th-best in the NFL according to PFN), a solid RB in James Conner, and a talented receiving corps headlined by WR Marvin Harrison Jr. and TE Trey McBride.

The 27-year-old mentioned this offseason that he wants to run more in 2025, and his 572 rushing yards ranked fourth in the league among all quarterbacks. Expect Murray to improve slightly from 2024, but his lack of consistency means he will likely remain a low-end QB1. RotoBaller's offseason rankings align with Murray being a borderline QB1 and have him ranked as QB11 heading into 2025 fantasy football drafts.

Jared Goff, Detroit Lions

Detroit Lions quarterback Jared Goff had the best season of his career in 2024, throwing for 4,629 yards and 37 touchdowns at 72.4% passing. As a result, the signal-caller was routinely mentioned in the MVP conversation throughout the year. With Detroit falling short of a trip to the Super Bowl, Goff and company will likely be even more motivated in 2025. Some doubt whether he can remain as potent from a fantasy standpoint, considering the Lions have a tougher schedule than most of the teams in the National Football League.

In addition, Ben Johnson, now the head coach of the Chicago Bears, is no longer the team's offensive coordinator. John Morton will assume command of the offense, which is a cause of concern for many. On the other hand, Goff still has a lot of things going for him, such as his potential as a fantasy quarterback. He will have the luxury of being protected by one of the best offensive lines in the NFL. The 30-year-old will spearhead an offense that includes Amon-Ra St. Brown and Jahmyr GibbsDavid Montgomery remains in the equation, and Sam LaPorta should still be considered a top tight end after amassing 17 touchdowns in his first two seasons.

It's also important to recognize Jameson Williams, coming off a 1,000-yard receiving season. Without question, Williams is a player capable of producing while taking pressure off the rest of the offense. Goff currently holds the No. 12 spot in RotoBaller's 2025 fantasy football rankings (PPR and standard formats). However, it's reasonable to believe he could have a better year than Kyler MurrayBrock PurdyJordan Love, and Bo Nix, who are ranked ahead of him.
