Finding a wide receiver with upside on the waiver wire is very important if you want to win your fantasy leagues. However, during the opening month, there are often several names that emerge as full-time starters and key pieces in fantasy football.
In this article, we will look at two rookie receivers who are currently making splashes on their teams and a third-year receiver who has been the WR1 on his team.
Here are the latest outlooks on Isaiah Bond, Tory Horton, and Kayshon Boutte, who could be key pieces in deeper fantasy football leagues ahead of Week 4.

Isaiah Bond Week 4 Waiver Wire Pickups

Cleveland Browns rookie wide receiver Isaiah Bond has understandably gotten off to a slow start in his NFL career. After signing with the Browns on August 18th, he missed all of training camp, rookie minicamp, and the preseason.
Even with a late start, Bond has managed to make a subtle impact early on, catching four of eight targets for 27 yards through three games. His playing time jumped noticeably in Week 3, with his snap share climbing from 33% in Weeks 1-2 to 65%.
Despite the increase, Bond remains buried on the depth chart behind Jerry Jeudy and Cedric Tillman on the outside, while tight ends David Njoku and Harold Fannin Jr. are heavily involved in the passing game. That leaves Bond with too small a role to carry fantasy value at this point.
A limited role can sometimes produce in high-powered offenses, but Cleveland’s unit is far from that. Joe Flacco currently owns the lowest yards per attempt (5.0) in the league and the second-lowest touchdown rate (1.6%), which caps the upside of any ancillary receiver.
Bond could see an uptick in opportunities if injuries strike Jeudy or Tillman, but until then, the former Texas Longhorn should remain off the fantasy radar.

Tory Horton Week 4 Waiver Wire Pickups

Seattle Seahawks rookie wide receiver Tory Horton made a statement in Week 3’s dominant win over the New Orleans Saints. Horton caught three of four targets for 32 yards and a touchdown, and added a spectacular 95-yard punt return touchdown.
Horton has been used moderately to start his career, with a 47.1% snap share and 55.9% route participation (both third on the depth chart). Despite his limited role, the rookie is making an impact, and head coach Mike Macdonald has taken notice:
“I mean, just how he’s attacked the whole process since he got here.”

Currently third in the Seahawks receiver rotation behind Jaxon Smith-Njigba and Cooper Kupp, Horton faces an uphill battle for fantasy relevance. Historically, only once in the last decade has a WR3 on his own team finished inside the top 30 at the position, which makes it difficult for Horton to emerge as a reliable fantasy option.
Kupp’s injury history, which includes knee, ankle, and hamstring injuries, remains the most likely pathway for Horton to see a sustained fantasy role. Until then, the rookie will need to continue making noise in both the passing game and on special teams to generate fantasy value.
Kayshon Boutte Week 4 Waiver Wire Pickups

New England Patriots wide receiver Kayshon Boutte has been a bright spot in an otherwise underwhelming receiving room. Through the first three games of the 2025 season, Boutte has hauled in nine catches on 12 targets for 147 yards and a touchdown.
While his production has had some ups and downs, his usage has been excellent, with a 77% snap share, the highest among Patriots receivers. In contrast, veteran Stefon Diggs has been limited to just over 50% of snaps, which has allowed Boutte to step into the WR1 role in the offense.

Second-year quarterback Drake Maye has distributed the ball fairly evenly, targeting four different receivers over four passes per game and totaling 100 yards through three weeks. Even without an elite top option, the Patriots’ passing attack provides enough opportunity for a true WR1 to produce.
Currently ranked WR42 in half-PPR formats, Boutte’s yardage has been inconsistent, but his path to targets is the clearest among New England’s wideouts. He should be rostered in deeper fantasy formats, as his role and opportunity make him a high-upside option moving forward.
