2025 NFL Draft Analysis: Teams With Most, Least Picks

The 2025 NFL Draft is less than five weeks away. For the first time since 1993, every team owns their first-round pick in the upcoming NFL Draft.

After the NFL handed out compensatory picks, there will be 257 selections in the NFL Draft, with nine teams scheduled to make double-digit picks.

Let’s look at the teams with the most and least picks in the 2025 NFL Draft, starting with two teams owning 11 selections.

Teams That Have The Most Picks In The 2025 NFL Draft

11 Picks – Baltimore Ravens, San Francisco 49ers

The Ravens always seem to be among the league leaders in NFL Draft picks every year. They have 11 selections in 2025, including five in the first four rounds. Baltimore has four picks in the sixth round, including three of the final 14 selections. While the Ravens don’t have a history of aggressively trading up, don’t be surprised if the team uses their draft capital to move up at some point during the draft.

There have been massive changes in San Francisco this offseason. The 49ers lost several big-name free agents, including Dre Greenlaw and Talanoa Hufanga. No one should be surprised that the team has the most picks in the 2025 NFL Draft, given their history of racking up compensatory picks. San Francisco has four picks in the top 100 selections and eight in the top 160, including the fifth-rounder they got from the Washington Commanders for Deebo Samuel Sr.

10 Picks – Buffalo Bills, Cleveland Browns, Dallas Cowboys, Jacksonville Jaguars, Los Angeles Chargers, Miami Dolphins, Seattle Seahawks

While everyone wants to talk about who the Browns will select with the second overall pick, they have 10 selections in the 2025 NFL Draft. Cleveland has an extra third-round pick from the Bills because of the Amari Cooper trade. The Browns also have five of the first 104 picks, giving them the ammo to trade back into the first round for a quarterback if they don’t select one with the second overall selection.

Everyone mocked the Cowboys for trading a fourth-round pick for Jonathan Mingo at the trade deadline. While that deal hasn’t paid off for Dallas, the team does have 10 picks in the 2025 NFL Draft, including two fifth-round selections. They originally had three compensatory picks in the fifth round. However, the Cowboys traded one to the Bills as part of the Kaiir Elam deal earlier this offseason.

The Seahawks have been one of the most active trade partners in the NFL this offseason, making two blockbuster deals. They sent DK Metcalf to the Pittsburgh Steelers for a 2025 second-round pick and Geno Smith to the Las Vegas Raiders for a third-round selection. After replacing the pair with Sam Darnold and Cooper Kupp, Seattle could make a blockbuster move during the NFL Draft, totaling five selections in the top 92 picks.

9 Picks – Carolina Panthers, Las Vegas Raiders, New England Patriots, New Orleans Saints

Speaking of the Raiders, they made an excellent move by trading for Geno Smith. The veteran quarterback had the best year of his career under new head coach Pete Carroll in Seattle. More importantly, Las Vegas acquired the veteran for their later third-round pick (93rd overall), allowing the team to hold onto their three selections in the top 68. Don’t rule out the Raiders taking a quarterback with the sixth pick despite trading for Smith.

New England was a massive spender in free agency, especially on defense. Many fans hope Travis Hunter falls to the Patriots with the fourth overall pick, giving the team their best wide receiver in a long time. However, New England has four picks in the top 77. While this year’s wide receiver class lacks the upside of the 2024 group, don’t be surprised if the Patriots draft two pass catchers with their first four selections.

 

Teams That Have The Least Picks In The 2025 NFL Draft

4 Picks – Minnesota Vikings

Last year, the Vikings made multiple trades involving 2025 NFL Draft picks. They gave up a second-rounder before the 2024 NFL Draft started. Furthermore, Minnesota traded away a 2025 third and fourth-round pick to the Jacksonville Jaguars during last year’s draft to move up for Dallas Turner. Therefore, the Vikings have an NFL-low four picks in the 2025 NFL Draft. They only have three picks in the top 186 selections following their trade for Jordan Mason.

5 Picks – Atlanta Falcons, Washington Commanders

The Falcons have only five picks in the 2025 NFL Draft after trading a third-round pick to the New England Patriots during the preseason for Matthew Judon. Furthermore, the team had to forfeit their fifth-round pick for violating the NFL’s anti-tampering policy. Atlanta also traded a sixth-round pick to the Los Angeles Rams for Van Jefferson and a seventh-round pick during the 2023 season, leaving the team with only four picks before the final round.

Washington’s general manager, Adam Peters, has been no stranger to making blockbuster trades. The Commanders only have five picks in the 2025 NFL Draft after making three separate deals for star players over the past six months. It started with Marshon Lattimore during the regular season. More importantly, Washington acquired Deebo Samuel Sr. and Laremy Tunsil during the offseason, significantly improving Jayden Daniels’ supporting cast.

6 Picks – Arizona Cardinals, Cincinnati Bengals, Pittsburgh Steelers, Tampa Bay Buccaneers

Fans couldn’t be happier with the Bengals’ offseason thus far. The team held onto Joe Burrow’s supporting cast, signing Ja'Marr Chase and Tee Higgins to massive extensions. Furthermore, they held onto Mike Gesicki. Cincinnati isn’t a team that typically trades away draft picks. The Bengals have all of their picks except the seventh-rounder they sent to the Chicago Bears at the trade deadline for Khalil Herbert.

The Steelers rarely make blockbuster moves in free agency, opting to draft and develop talent. Therefore, the team typically holds onto their draft picks. However, Pittsburgh made a massive trade earlier this offseason, sending the Seattle Seahawks their second and seventh-round picks for DK Metcalf and a seventh-round selection. While trading for the star wide receiver was a wise move, the Steelers have limited ammo to trade up for a quarterback if they can’t sign a veteran in free agency.
