During the opening weeks of the fantasy football season, managers have likely been disappointed by their wide receiver production. Several high-end options such as Brian Thomas Jr. and Ladd McConkey have disappointing in relation to their ADP.
As a result, managers have to look to the wire for potential replacements.
So, should fantasy managers start Higgins, Tillman, and Tolbert in Week 4? Let's dive in and find out.

Should I Start Tee Higgins for Fantasy Football?
One of the major disappointments at the position in the penning month has been Cincinnati Bengals wideout Tee Higgins. Higgins is coming off a career year and was drafted in the early third round of your fantasy football draft. In 2024, despite playing in only 12 games, Higgins caught 73 passes (one short of his career high) for 911 yards and a career-best 10 touchdowns.
In Week 1, the entire Bengal offense stumbled against the Browns as Higgins caught only three of his four targets for 33 yards. Even with Burrow exiting early in Week 2 due to a toe injury, Higgins still found success with Jake Browning under center, catching three of his eight targets for 56 yards and a touchdown.
However, in Browning's first start of the season last weekend, Higgins caught just one of his two targets for 15 yards.
Given his inconsistent play, Higgins carries mid-end WR3 value in Week 4. Last weekend, Browning struggled against the Vikings, and his inconsistent play will likely hinder Higgins's output.
This weekend, the Bengals will travel to Denver to face a potent secondary that has allowed the 8th-fewest PPR points to opposing WRs. While Higgins now sits in mid-end WR3/FLEX territory, given his ability to make plays downfield, he could still produce in this matchup. However, he carries much more risk and should only be started in 12+ team leagues.

Should I Start Cedric Tillman for Fantasy Football?
Cedric Tillman has flashed immense upside at times throughout his career. Last season, the former Tennessee product appeared to be on the fast track to a breakout season but suffered a season-ending concussion. However, through Weeks 7 through 11, Tillman averaged a strong 18.1 PPR points per game before suffering the injury in Week 12.
Throughout the first three games of the 2025 campaign, Tillman has continued to serve in a lead role in the Browns' passing attack alongside Jerry Jeudy. Tillman has seen 6.0 targets per game and caught 3.3 receptions with 33.3 yards per game. He has owned the back of the zone twice and has averaged 86% of the team's total snaps.
While his role as a starter is not in question, his usage will be limited due to Joe Flacco's inconsistent play. In Week 1, Flacco threw for 290 yards but has failed to hit the 200-yard mark in each of his last two contests.
While Tillman was on the injury report heading into Week 4 with hand and hip injuries, he does not carry a designation and is set to return to his lead role in the offense. Even though Flacco's recent play has limited Tillman's upside, his high target share and every-down role in the offense keep him in WR3 territory.
This weekend, he has a favorable matchup against the Detroit Lions, who have allowed the ninth-most PPR points to opposing WRs this season.
Should I Start Jalen Tolbert for Fantasy Football?
The final wide receiver we will look at in this piece is Dallas Cowboys pass catcher Jalen Tolbert. Tolbert saw time as the No. 2 WR last season but fell back to the No. 3 role this season with George Pickens joining the club.
However, with CeeDee Lamb (ankle) suffering a high ankle sprain and set to miss at least Week 4 and potentially much longer, Tolbert has a path to see a starting role. When Lamb exited early last weekend, Tolbert immediately saw a larger role, catching three of his six targets for 24 yards.
In this contest, the 26-year-old saw a season-high 88% snap participation rate. With Lamb set to miss this weekend, fantasy managers should expect Tolbert to slide in as the No. 2 opposite of Pickens and ahead of KaVontae Turpin.
This weekend, the Cowboys will play host to the Green Bay Packers, who boast one of the top defensive units in the sport. His matchup is tough on paper, as the Packers have allowed the fourth-fewest points to opposing WRs this season. However, given that the Cowboys may be playing from behind in this game, Tolbert could have a path to seeing a high percentage of targets.
While he holds the lowest standalone value compared to the WRs in this piece, he is worth a look in deeper 14+ team formats as a sneaky FLEX option, as he could see a prominent role in this offense.
