Kipp Heisterman picks his All-Stream Team for Week 13. These fantasy football free agents could be valuable streamers and waiver wire pickups or adds.
Now that the bye weeks are officially over and the final march for a championship has begun, streaming becomes a necessary strategy. Knowing who to add and when to start them could be the ultimate difference-maker in a weekly matchup. Making the right streaming decisions could easily be the difference between missing the playoffs and having a shot to win a championship.
Each week, I will create a team of streamers for you to choose from. They will be broken down based on ownership levels and league size. I will make specific recommendations for 14, 12, and 10-team leagues to give you the most guidance possible when selecting a streamer. 14-team streamers will be players with ownership levels around 15%, 12-teamers will be around 30%, and 10-teamers will be around the 45% mark. Keep in mind that just because a player is listed as a streamer for a particular league size, it does not mean you can't use them in a different league size. For instance, if a 12-team league streamer is available in your 14-team league, by all means, use them accordingly.
Let's take a look at Week 13's best streaming options with some highlighted players to keep an especially close eye on.

Stream Team for 14-Team Leagues
- QB: Andy Dalton, Cincinnati Bengals - 7% Owned

Andy Dalton (QB, CIN) - 7% Owned
The Red Rifle makes his return this week and it comes with a great matchup at home vs. the Jets.
The Jets have given up a generous 17.3 fantasy points per game to the quarterback position. They allow this total due to the fact they have given up the 14th-most passing yards per game (259.18) and the 12th-most passing touchdowns (18). Dalton should be able to get right back into a groove in this game and hook up with Tyler Boyd whom he threw double-digit targets to in five of their first eight games together this season.
Auden Tate (WR, CIN) - 10% Owned
Auden Tate draws a solid matchup this week vs. the Jets Defense as well. As noted above, the Jets have been generous to quarterbacks, but they have been even more generous to wide receivers in 2019. This is why I like Tate in this spot.
The Jets are currently allowing wide receivers to haul in 13.2 receptions for a total of 167.8 yards per game. The receptions allowed ranks ninth-worst in the league. They have also allowed a total of 15 receiving touchdowns to the position, which ranks fifth-worst in the league. Tate has garnered a decent target share this season, earning at least six targets in every game he has played this season except two games. He should see solid production this week with a floor of roughly seven to nine fantasy points.
Jack Doyle (TE, IND) - 37% Owned
Jack Doyle becomes the top dog at tight end in Indianapolis with the recent injury to Eric Ebron. He should be able to find success against this Tennessee Titans Defense.
The Titans have allowed 51 receptions for 571 yards to tight ends on the season. They have also allowed the seventh-most touchdowns to the position with seven. This all averages out to them allowing the 11th-most fantasy points with 7.9 points per game. Doyle has seen at least four targets in seven of ten games played this season, and should see an uptick in future weeks now that Ebron is out.

Peyton Barber (RB, TB) - 32% Owned
The Bucs running game is a difficult one to figure one. Some weeks it feels like a Ronald Jones week and other weeks Peyton Barber gets in a decent amount of work. Either way, it is slim pickings on the waiver wire and Peyton Barber can provide some value this week vs. the Jaguars.
Jacksonville allows the fourth-most rushing yards to running backs with 119.1 yards per game. They have also allowed 10 rushing touchdowns to backs, which ranks third-worst in the league. Their yards per carry is also worth noting as they allow a whopping 5.6 yards per carry. This is the biggest stat for me when deciding to use Barber because he could put up a decent stat line on limited touches. He has seen double-digit carries in three of the last five games and also gets involved in the passing game somewhat.
Mecole Hardman (WR, KC) - 28% Owned
Mecole Hardman could be in for more targets this week if Tyreek Hill misses any time with a hamstring injury. Even if Hill plays, the matchup vs. Oakland is one Hardman could take advantage of.
The Raiders have allowed wide receivers to haul in an average of 11.5 receptions per game for an average of 180.5 yards per game. This means they are giving up over 15.5 yards per catch, which is pretty astounding. It also fits into the narrative for Hardman, who averages nearly 20 yards per catch. In his previous game vs. Oakland, Hardman managed to catch four of six targets for 61 yards and a score en route to a 16 point fantasy day. I am not sure he will be able to top this performance, but it is certainly not out of the realm of possibility.
Chris Conley (WR, JAX) - 17% Owned
Conley and Jags get a tremendous matchup this week vs. the Bucs secondary and he should make a solid stream this week.
The Bucs currently allow wide receivers to produce the most fantasy points per game with 31.7. This is four points more than the next defense allows in the Giants. They have given up the second-most receptions (171), most yards (2,267), and most touchdowns (18) to wide receivers on the season. They are horrid vs. the position. Conley has been more involved in the offense of late as noted by his 17 targets over the last two games since Nick Foles returned from injury. Look for him to continue to get involved this week and put up a very solid fantasy performance.

Nick Foles (QB, JAX) - 33% Owned
As mentioned above, the Jaguars passing game should have tremendous success this week vs. the Buccaneers. The Bucs have only been marginally better vs. the quarterback position compared to the wide receiver position.
The Bucs rank second-worst in terms of passing yards per game allowed (305.5), fantasy points per game allowed (22.2), and total passing touchdowns allowed (26). You do not need much more information to know that starting virtually any quarterback vs. the Bucs Defense is a good idea, but I have some. The total in this game is the fourth-highest on the board at 48.5, which leads one to believe there will be a decent amount of passing in the game. The Bucs also have a strong run defense that ranks second in the league vs. running backs (62.3 rushing yards per game), so the Jags will likely be forced to throw quite a bit.
Dede Westbrook (WR, JAX) - 63% Owned
If Westbrook is still available in your 10-team league, feel free to grab him up this week and stream with confidence. All the information presented about how bad the Bucs pass defense is can be viewed under the Nick Foles and Chris Conley write-ups.
Westbrook has seen 15 targets over the past two games with the return of Nick Foles. The two had a great rapport in the pre-season and have continued to improve upon that in recent weeks. He should get somewhere between 7-10 targets this week vs. the porous Bucs defense and should be able to put up a solid performance.
Dallas Goedert (TE, PHI) - 53% Owned
Dallas Goedert was listed here last week and put up seven catches on eight targets for 32 yards. It was a solid 9.2 point performance in a PPR league. This week he gets the Miami Dolphins and could be in for another solid performance.
While the Dolphins have not been abysmal vs. tight ends on the season, they have given up 52 receptions for 619 yards and three touchdowns. These rank 14th-worst, eighth-worst, and 18th-worst, respectively. Since the Dolphins do not give up many touchdowns to the tight end, we shouldn't expect one from Goedert, but he could certainly duplicate the performance he had last week.
