Minnesota Twins starter Ervin Santana (finger) will make his second rehab start at High-A Fort Myers on Thursday. He allowed one run through three innings during his first start last Saturday. Santana has yet to play in the majors this season due to offseason surgery on his finger. While he should be returning to the Twins rotation soon, there is a cause for concern as his velocity has dropped three mph from last season. At best, Santana will be a back-end fantasy starter in deeper leagues. He should stay on the waiver wire for now.--Raymond Harrison - RotoBaller
