Fantasy Football Waiver Wire Outlooks
Below are some fantasy football waiver wire outlooks written by our NFL team here at RotoBaller, bringing you their fantasy football analysis and advice on which players to consider adding off waivers in Week 10:
Parker Washington, WR, Jacksonville Jaguars
Jacksonville Jaguars wide receiver Parker Washington led the Jaguars in targets in Week 9 against the Las Vegas Raiders with nine and hauled in eight receptions for 90 yards, with a 26 percent target share.
With Travis Hunter (knee) out for another three games minimum, Brenton Strange (hip, quadriceps) sidelined, and Brian Thomas Jr. (ankle) struggling in 2025 and rolling his ankle late in the game on Sunday, Washington is becoming a must-add in all formats heading into Week 10, as he is looking like the Trevor Lawrence's go-to guy in the passing game.
Even in Week 9 with Thomas Jr. healthy, Washington was the leading receiver in this contest and is looking like a low-end WR2/flex option for Week 10, regardless of Thomas Jr. Week 10 status.
Trey Benson, RB, Arizona Cardinals
Arizona Cardinals running back Trey Benson (knee) injured the meniscus in his knee in Week 4 against the San Francisco 49ers and had surgery, forcing him to Injured Reserve. Bensons was initially given a four- to six-week timeline to return after having surgery. He remains on IR and will miss his fourth straight game when the Cardinals take on the Dallas Cowboys on Monday night in Week 9.
Benson will be eligible to return for the Week 10 contest against the division-rival Seattle Seahawks, but it's unclear if that is in play for the second-year back. "He's doing well. He's getting better," head coach Jonathan Gannon said on Saturday. Once the Cardinals designate Benson to return from IR and he rejoins the team at practice, they will have 21 days to officially activate him back to the active roster.
He was the team's leading rusher with 160 yards on 29 carries through four games before getting hurt. Until Benson can return, the Cardinals will go with a timeshare between Bam Knight and Michael Carter at RB.
Josh Downs, WR, Indianapolis Colts
Indianapolis Colts wide receiver Josh Downs (hip) practiced fully on Thursday and Friday after missing his team's Wednesday practice and is listed without an injury designation heading into a Week 9 road matchup against the Pittsburgh Steelers.
Downs will look to build upon an encouraging Week 8 outing that saw him haul in all three of his targets for 39 yards and a touchdown in a win over the Tennessee Titans. He has a great matchup on tap as the Steelers are allowing the sixth-most fantasy points per game to wide receivers this season.
Josh Downs has been overtaken in the passing-game pecking order by Michael Pittman Jr., but he remains a solid WR3/flex option in fantasy in this prime matchup on Sunday.
Troy Franklin, WR, Denver Broncos
Denver Broncos wide receiver Troy Franklin had a modest game in his team's Week 9 win over the Houston Texans, recording four catches for 27 yards. However, Franklin led the team in targets (10) for the second straight week.
Perhaps most notably, Franklin has now matched or exceeded the target volume of presumed Broncos WR1 Courtland Sutton in four consecutive games. Across nine games in 2025, Franklin has hauled in 37 catches for 385 yards and four touchdowns on 64 targets, two more targets than Sutton has seen (62) across the same number of games.
In any fantasy leagues where Franklin is not already rostered, he's a priority waiver-wire target due to his emerging role in Denver heading into a favorable Week 10 matchup against the Las Vegas Raiders.
Tory Horton, WR, Seattle Seahawks
Seattle Seahawks rookie wide receiver Tory Horton had the best game of his young career in his team's Week 9 win over the Washington Commanders, hauling in four catches for 48 yards and two touchdowns on four targets. The 22-year-old has just 13 catches for 161 yards across eight games this season, but he's already scored five touchdowns.
In Week 9, Horton took advantage of the playing time opportunity opened up by injuries to Seattle wideouts Cooper Kupp (heel, hamstring), Jake Bobo (Achilles), and Dareke Young (quad). Kupp's return will make it more difficult for Horton to earn targets, and Seattle already has a major target hog in star wide receiver Jaxon Smith-Njigba.
Still, Horton has flashed big-play upside and deserves a look from fantasy managers on the waiver wire, particularly if Kupp's injuries keep him out for an extended stretch. Seattle will host the Arizona Cardinals in Week 10.
