Although the waiver wire seems ultra-thin this late into the season, we can't give up on looking for potentially league-winning upside available as free agents heading into Week 11. These fantasy football waiver wire pickup suggestions are for fantasy managers in deep leagues of 14-teams or more or a higher number of bench spots than traditional fantasy leagues. That said, chalky waiver pickups like Cole Kmet, Parris Campbell, or Kadarius Toney won't be featured here.
Some players on this list might be able to produce right away, while guys like Isaiah Spiller and Jameson Williams are simply stashes for later down the road in the fantasy football season. As always, these players are usually cheap to obtain and can be dropped if it's clear they won't have value after a few weeks. With ten weeks of data to examine, advanced stats and fantasy statistics carry more weight for the rest of the season.

Fantasy Football Waiver Wire Targets for Week 11
Jameis Winston could be the New Orleans Saints' starting quarterback again before too long as Andy Dalton has mightily struggled in his last couple of games. Winston has QB1 upside as a risk-taking gunslinger, so he's worth adding in superflex or two-QB leagues. Fantasy managers in a tough spot in single-QB leagues should consider stashing him if they have room on their roster.
Kyren Williams made his NFL regular season debut in Week 10 and immediately led all Rams' running backs with three targets. It's hard to evaluate the performance since Matthew Stafford (concussion protocol) was inactive, but we've seen Stafford feed pass-catching running backs in the past.
DeeJay Dallas nor Travis Homer logged a touch in the loss to the Tampa Bay Buccaneers, but they're both top contenders for plenty of volume in a top offense if something were to happen to Kenneth Walker down the stretch. Seattle is on a Week 11 bye, so you can probably hold off on them for now.
Jaylen Warren logged 12 touches for 77 total yards in the win over the New Orleans Saints, so it seems like he's going to continue to get work behind Najee Harris, rather than being a mere handcuff running back. He looks explosive with the ball in his hands, and if his role increases even more, he could have plenty of fantasy relevance down the stretch.
Boston Scott and Kenneth Gainwell should remain on the fantasy radar as handcuffs to Miles Sanders in one of the best offensive attacks in football.
Isaiah Spiller posted just three yards on four carries against the San Francisco 49ers, but he's out touched Sony Michel in each of the last two games, so he's the top handcuff to Austin Ekeler, at least until Joshua Kelley (knee) returns from injured reserve.
Chuba Hubbard looks to be relegated to the RB2 role in Carolina, but there's a chance he regains some of his touches as he distances himself from his ankle injury. If nothing else, he's at least the handcuff to D'Onta Foreman, and you'd think Carolina will want to see what they have in their second-year back.
DeAndre Carter hasn't been heavily picked up in fantasy football like Joshua Palmer, but he caught all four of his targets for 64 yards and a touchdown on Sunday Night Football, and has just as much upside as Palmer, if not more. If Mike Williams (ankle) and Keenan Allen (hamstring) return to the lineup, both Carter and Palmer are droppable, though.
Wan'Dale Robinson has cooled off in recent weeks as Darius Slayton has become the New York Giants No. 1 wideout, but Robinson could still have plenty of value moving forward when New York actually has to pass in games.
Terrace Marshall Jr. has seen 17 targets in his last three games, and some of his best games have come with Baker Mayfield, who is expected to start for an injured P.J. Walker in Week 11.
Treylon Burks saw six targets in his first game back from injured reserve (turf toe), and although he only posted three receptions for 24 yards, it was nice to see him involved in the Titans' offense. Nick Westbrook-Ikhine and Robert Woods have operated as the top wideouts in Tennessee, but Burks has the most late-season upside.
Devin Duvernay, DeSean Jackson, and Demarcus Robinson have low floors in a low-volume passing offense, but with Rashod Bateman (foot) out for the season, both have the opportunity to be fantasy football factors.
Jahan Dotson has been dropped in a ton of fantasy leagues since he wasn't able to be stashed in the injured reserve spot, so he's worth adding after returning to action in Week 10.
Marquez Valdes-Scantling is far from a safe fantasy option in a crowded skill group for Kansas City, but he has the boom-or-bust upside that can win weeks, and he's a top "handcuff" wideout in an elite offense.
Zay Jones has drawn 15 targets in his last two games, catching 13 of them for 108 yards as the Jaguars' No. 2 wideout. The defense for Jacksonville is falling apart, so expect a ton of pass-happy game scripts moving forward for Trevor Lawrence and company.
Julio Jones always carries injury concerns, but he's been targeted 10 times in the last two games, netting five catches for 81 yards and a touchdown. If this Tampa Bay offense is finally turning the corner, you want to roster the No. 3 wideout for Tom Brady.
Mack Hollins was a fantasy bust in Week 10 after catches just two passes for 18 yards against the Indianapolis Colts, but he's had two boom performances this season, and with Hunter Renfrow and Darren Waller on injured reserve with hamstring injuries, he'll continue to operate as Derek Carr's WR2 for at least another three games.
Jameson Williams (knee) is still a few weeks away from making his NFL debut (if he plays at all this season), but with T.J. Hockenson out the door, Williams could slot it as at least the No. 2 option in the passing game behind Amon-Ra St. Brown in a solid Lions' offense.
Cade Otton has received 14 targets in his last three games and was the primary receiving option against the Seattle Seahawks, even with Cameron Brate (neck) back in the lineup. The Tampa Bay offense is finally getting it together and expect Tom Brady and company to improve even more after the team's Week 11 bye.
Juwan Johnson has produced as a mid-level TE2 through 10 weeks and with Michael Thomas (toe) likely out for the season, he'll remain a top pass-catchers in the Saints' offense. He caught five passes for 44 yards and a touchdown against the Pittsburgh Steelers.
