2023 NFL QB Power Rankings: All 32 Starting Quarterbacks After Week 8

Jalen Hurts - Fantasy Football Rankings, NFL Injury News, Draft Sleepers

Brant Henson ranks all 32 NFL starting quarterbacks. Who are the top quarterbacks in the NFL? Which NFL teams have elite quarterbacks? Which teams will continue to struggle at the position?

Quarterback injuries ran rampant in Week 8, as Kirk Cousins, Matthew Stafford, Kenny Pickett, and Desmond Ridder all left their respective games and did not return. Cousins is done for the season with a torn Achilles, while Pickett is set to start Thursday night. Stafford is day-to-day, and Ridder's job could be on the line with uncertainties whether he was pulled due to injury or performance.

Week 8 was another week filled with ups and downs, with some of the top quarterbacks in the league impressing (Jalen Hurts, Dak Prescott, Justin Herbert) while others struggled (Patrick Mahomes, C.J. Stroud, Brock Purdy).

Let's dig into the RotoBaller quarterback power rankings as we gear up for Week 9 of the NFL season.

Be sure to check all of our fantasy football rankings for 2025:

1. Jalen Hurts - Philadelphia Eagles

Jalen Hurts has the Eagles on top of the NFL, being the only team with one loss. Hurts was absolutely lights out against Washington on Sunday, completing 29-of-38 passes for 319 yards and four touchdowns. The young signal caller only turned the ball over once, cleaning up the aspect of his game that had been casting doubts on NFL fans.

2. Tua Tagovailoa - Miami Dolphins

Tua and the Miami offense bounced back to their regular selfs after a poor showing against Philadelphia the week prior. Tagovailoa threw for 324 yards and three touchdowns with an interception against the Patriots in a divisional win. He has kept himself firmly in the race for the league’s MVP with Miami sitting at 6-2.

3. Patrick Mahomes - Kansas City Chiefs

A week after torching the Chargers, Mahomes put up an absolute dud against a soft Denver Broncos defense in a 24-9 loss. The two-time Super Bowl champ and MVP threw for 241 yards and two ugly interceptions. While his receivers did not play well, Mahomes also didn’t. The superstar quarterback is human, and should bounce back next Sunday in Germany in a highly-touted matchup against the Miami Dolphins.

4. Lamar Jackson - Baltimore Ravens

Lamar didn’t put up crazy numbers on Sunday, but he had no need to as Baltimore had a safe lead against Arizona for the entire game. Jackson was 18-for-27 for 157 yards and a touchdown, safely leading Baltimore to a 6-2 record. They take on a tough Seattle Seahawks team next Sunday in what should be an exciting matchup.

5. Joe Burrow - Cincinnati Bengals

Joe Shiesty is all the way back. Burrow looked hot coming off the bye week, torching San Francisco on 28-of-32 passing for 283 yards and three touchdowns. He also scrambled for 43 yards on six carries, indicating that the calf injury that hindered him early has fully healed. If Burrow can do that against one of the league’s best defenses, he can do it against anyone.

6. Trevor Lawrence - Jacksonville Jaguars

Jacksonville has won five straight and Trevor Lawrence has been on fire. The third-year quarterback completed 24-of-32 passes for 292 yards with a touchdown and an interception against Pittsburgh in Sunday’s 20-10 win. Lawrence will look to stay hot heading into Week 9 against a San Francisco team that has now lost three straight.

7. Josh Allen - Buffalo Bills

After struggling at times this season, Josh Allen played well last Thursday night against Tampa Bay. Allen is fourth in the league in passing yards, but also tied in the league-lead for interceptions with eight. He’s a true gunslinger and can both singlehandedly win and lose games for Buffalo.

8. Dak Prescott - Dallas Cowboys

Dak Prescott has now impressed in back-to-back games and the Cowboys are 5-2 after the disappointing blowout loss in Week 5 to San Francisco left them surrounded in questions. Prescott lit up the Rams, completing 25-of-31 passes for 304 yards and four touchdowns with an interception. Prescott will be tasked with another tough defense next week as Dallas travels to Philadelphia.

9. Justin Herbert - Los Angeles Chargers

Justin Herbert showed out on Sunday night against a hapless Bears team, completing 31-of-40 passes for 298 yards and three touchdowns. Herbert has had some inconsistencies in his play this season, but put it all together this week. He will be back in action this Monday night against the New York Jets.

10. C.J. Stroud - Houston Texans

C.J. Stroud and the Texans fell 15-13 to Carolina on Sunday. While Stroud started the season hot, the rookie has now had back-to-back games under 200 passing yards. Stroud threw for just 140 in the upset loss. He will look to bounce back next Sunday against the Tampa Bay Buccaneers.

11. Jared Goff - Detroit Lions

Jared Goff bounced back on Monday night after being shut down by Baltimore a week ago. Goff completed 26-of-37 passes for 272 yards with a touchdown and an interception in a dominant win over the Raiders. He has navigated Detroit to a firm grasp on the NFC North sitting at 6-2.

12. Brock Purdy - San Francisco 49ers

After not losing a regular season game for 11 straight to start his career, Brock Purdy has now dropped three straight. When leaned upon too heavily in the past few weeks, Purdy has succumbed to pressure. He threw for 365 yards and a touchdown but also threw two interceptions in the home loss to Cincinnati. The schedule doesn’t get easier, as San Francisco travels to face a surging Jacksonville team this week.

13. Matthew Stafford - Los Angeles Rams

Matthew Stafford injured his thumb in the blowout loss against Dallas, leaving and not returning. He officially was diagnosed with a UCL sprain and is now day-to-day. The veteran quarterback may not play this week given that Los Angeles is on bye in Week 10, giving him some extra time to recover. In the event that he doesn’t go, Brett Rypien will line up under center.

14. Geno Smith - Seattle Seahawks

Geno Smith has not played consistently great football this season, but Seattle is 5-2 and atop the NFC West nonetheless. Smith rallied to deliver a key win over Cleveland on Sunday, connecting with rookie Jaxon Smith-Njigba for a game-winning touchdown with 38 seconds remaining on the clock. The veteran threw two interceptions in the win but came through in the clutch.

15. Sam Howell - Washington Commanders

Sam Howell went toe-to-toe with Jalen Hurts and the Eagles on Sunday, falling 38-31 after a stellar showing. The second-year quarterback completed 39-of-52 passes for 397 yards and four touchdowns with an interception in the narrow loss. Howell is fighting weekly to prove that he is the franchise quarterback in Washington and thus far he has flashed immense talent but has also had some dud games.

16. Derek Carr - New Orleans Saints

Derek Carr was sharp in Week 8’s win over Indianapolis, completing 19-of-27 passes for 310 yards and two touchdowns. While he hasn’t been amazing this season, Carr has proven to be the best quarterback in New Orleans since Drew Brees retired. If he plays like he did Sunday, there is no question that New Orleans will be back in the postseason in a weak NFC South.

17. Russell Wilson - Denver Broncos

Russell Wilson and the Broncos are riding high into bye week after a 24-9 dismantling of the Kansas City Chiefs. Wilson was 12-for-19 for just 114 yards but also threw three touchdowns in the well-played win. Wilson is quietly fourth in the league in passing touchdowns with 16. Just when we counted Wilson and Sean Payton out, Denver is heading into bye week at 3-5 off of a huge win.

18. Will Levis - Tennessee Titans

Will Levis dazzled in his NFL debut, torching the Atlanta Falcons for four touchdowns. The rookie second-round pick completed 19-of-29 passes for 238 yards, delivering a much-needed win. Levis shocked the world in his debut after tumbling down NFL draft boards this past draft and will look to continue the hot start to his career on Thursday night against the Steelers.

19. Baker Mayfield - Tampa Bay Buccaneers

Baker Mayfield and the Buccaneers have now dropped three straight games following Thursday night’s loss to the Bills. Mayfield didn’t play awfully, completing 25-of-42 passes for 237 yards and two touchdowns, but did not do enough to give Tampa a realistic chance of winning the game. The Bucs are still right in the thick of the NFC South race, and Baker can get the team back on track Sunday against Houston.

20. Bryce Young - Carolina Panthers

Bryce Young brought home the first win of his career on Sunday, winning 15-13 against fellow rookie C.J. Stroud’s Houston Texans. Young played well, completing 22-of-31 passes for 235 yards and a score. The number one pick has his best ball ahead of him, as the team around him is not yet at a level to be competitive in the league. Young will be searching for his second win against the Indianapolis Colts next Sunday.

21. Zach Wilson - New York Jets

Zach Wilson continues to refuse to back down, hanging tough in the battle for New York to both force overtime and to set up a game-winning field goal. Wilson has continued to limit turnovers as of late and the Jets have been better off because of it. The third-year quarterback also led the team in rushing, scrambling for 25 yards in the win over the Giants.

22. Gardner Minshew II - Indianapolis Colts

The Gardner Minshew experience has been a roller coaster ride for Colts fans, as the former undrafted quarterback has offered plenty of highs and plenty of lows. Ultimately, Minshew was outplayed by Derek Carr in the 38-27 loss to New Orleans this weekend. He completed 23-of-41 pass attempts for 213 yards with two touchdowns and an interception in the losing effort and will look to bounce back against Carolina next week.

23. Kenny Pickett - Pittsburgh Steelers

Kenny Pickett injured his ribs on Sunday and did not return, thrusting Mitchell Trubisky into the game. The results were not great, as he completed 15-of-27 passes for 138 yards with a touchdown and two interceptions. Pickett reportedly is trending towards suiting back up against Tennessee despite the quick turnaround, showcasing his toughness.

24. Daniel Jones - New York Giants

Daniel Jones (neck) has been cleared to return Sunday against the Raiders, giving the Giants a much-needed boost at quarterback despite Jones’ poor play this season. New York passed for a total of seven yards against the Jets. Starter Tyrod Taylor went down with a rib injury, bringing in undrafted rookie Tommy Devito who went 2-for-7 for -1 yard. While Jones has had a poor season, it can’t get worse than what we saw this past Sunday offensively for New York.

25. P.J. Walker - Cleveland Browns

P.J. Walker led the Browns to two straight wins prior to losing to Seattle on Sunday after throwing an interception in crunch time. Walker played well all game until the interception with under four minutes to go, setting up Seattle’s game-winning drive. He will likely be under center again as the Browns take on Arizona next Sunday.

26. Mac Jones - New England Patriots

Mac Jones continued his struggles, completing 19-of-29 passes for 161 yards and two touchdowns with an interception in the losing effort against the Dolphins. Jones has Bailey Zappe, Malik Cunningham, and Will Grier all breathing down his neck in the event that his struggles continue. The Patriots will be back in action Sunday against the Washington Commanders.

27. Jimmy Garoppolo - Las Vegas Raiders

Jimmy Garoppolo put up a total clunker in his return to action on Monday night, completing only 10-of-21 passes for 126 yards and an interception. Garoppolo has had a very uninspiring season under center in Las Vegas this season and it is fair to wonder if his time as a locked in NFL starter is coming to a close.

28. Desmond Ridder - Atlanta Falcons

Desmond Ridder’s struggles continued against Tennessee on Sunday and he was ultimately pulled in favor of Taylor Heinicke. While Arthur Smith claimed that Ridder has not lost his job, he also did not commit to Ridder as the starter going forward. The quarterback situation in Atlanta will be worth monitoring throughout the week.

29. Tyson Bagent - Chicago Bears

Tyson Bagent disappointed in his second career start, failing to ignite a stagnant Chicago offense against a soft Los Angeles Chargers defense. The undrafted rookie out of Shepherd will be under center again in Week 9 against the New Orleans Saints, making his third career start as Justin Fields continues to heal up.

30. Clayton Tune - Arizona Cardinals

The fifth-round rookie out of Houston has been tabbed as Arizona’s starting quarterback for Week 9, making his NFL debut against the Cleveland Browns. Clayton Tune has yet to take a regular season NFL snap, but threw for the seventh-most passing yards and third-most passing touchdowns in college football a season ago.

31. Jordan Love - Green Bay Packers

Jordan Love has continued to ride the struggle bus, leading the Packers to just 10 points against Minnesota on Sunday. Love has now put up four straight duds in losses and has fans questioning whether he is the future of this franchise or not.

32. Jaren Hall - Minnesota Vikings

Former BYU quarterback and fifth-round draft pick Jaren Hall is reportedly slated to start this week for Minnesota, although his reign as QB1 is not likely to last long. After Kirk Cousins was lost for the season with a torn Achilles, the Vikings swung a deadline deal to acquire Arizona Cardinals quarterback Joshua Dobbs. Dobbs has proven he can play some ball, and the journeyman journeys to his second team of the season as a starting quarterback. He could be active as early as Sunday against Atlanta and could be thrown into the game if Hall struggles.
