Cleveland Browns wide receiver DeAndre Carter (concussion) is off the injury report and set to play in Week 3. After being limited earlier in the week, Carter practiced fully on Friday and passed concussion protocol. Carter has been the Browns' primary kick returner, returning five kickoffs and three punts so far this season. He has yet to play a snap on the offensive side of the ball. He faces the Green Bay Packers in Week 3 and will likely see a heavy workload on kick returns in this tough matchup. Despite being active, Carter carries no fantasy value this week, as he looks to carve out a role in Cleveland's passing attack.--Nathan Harvey
