Philadelphia Phillies top prospect Andrew Painter did not pitch in a minor league game during both the 2023 and 2024 seasons. After injuring his elbow in spring training in 2023, Painter underwent Tommy John surgery later that summer. As a result, it has been a while since the Phillies have seen their up-and-coming pitcher throw in a game.
However, Painter has looked fantastic in his first three rehab starts to begin the 2025 campaign. All three of his starts have come at Single-A Clearwater, and the right-hander appears to be fully healthy for the first time since suffering that elbow injury in 2023.
So, when are the Phillies going to call up Painter? Can we expect him to make his MLB debut this season? Let's dive in and find out.

Andrew Painter Prospect Update for Fantasy Baseball
Since being drafted with the 13th overall pick in the 2021 MLB Draft, Painter has looked sharp on the mound. He allowed zero runs across six innings pitched at rookie ball in 2021 and then finished with a combined 1.56 ERA and 155 strikeouts in 22 starts at Single-A, High-A, and Double-A the next year. During that 2022 season, the right-hander held opposing hitters to just a .181 batting average.
Unfortunately, Painter couldn't build on that 2022 campaign after spraining his UCL the following spring. That resulted in him missing the entire 2023 and 2024 seasons as he recovered from Tommy John surgery. The right-hander, though, did throw 15 2/3 innings in the Arizona Fall League this past November. He allowed just four runs (2.30 ERA) to go with 18 strikeouts across six starts.

Now, Painter is currently on a rehab assignment with Single-A Clearwater. He has already made three rehab starts and continues to progress nicely from that elbow injury. The 22-year-old has given up two runs across 7 1/3 innings (2.35 ERA) with one walk and 10 strikeouts in those three starts at Single-A this season.
Andrew Painter Outlook for Fantasy Baseball
With Painter set to pitch in his fourth rehab game on Thursday at Single-A Clearwater, we could see MLB Pipeline's No. 7 overall prospect make his Triple-A debut in the coming weeks. That surely puts him on pace to potentially make his MLB debut at some point this summer. Therefore, he should be stashed in most fantasy leagues right now.

Painter will make his MLB debut in the coming months, and he has every opportunity to make an immediate impact. The right-hander has a mean fastball that tops out at 100 mph and an above-average slider to complement that heater.
