Eury Perez will likely be capped at 100-115 IP this season, according to Craig Mish. The star rookie has already thrown 60 IP between the majors and minors, and only threw 77 IP last season. The Marlins will want to be cautious with their young arm, so this approach makes sense. Mish also reported that Miami would like to slow Perez down in order to have him later in the season if they are pushing for the playoffs, which could entail him going to the minors and starting about once a week, for a few months. While that wouldn't be ideal for fantasy managers, it is probably for the best in terms of Perez' long-term value.
