If Keenan Allen (hamstring), who is listed as questionable, doesn't return, DeAndre Carter will be looking at the No. 2 role behind Mike Williams in a favorable matchup against Seattle's secondary. The 23-year-old Palmer will have extra time to clear the league's concussion protocol with the team's bye coming next week.
