1/3:San Diego Padres relief pitcher Carter Capps avoided arbitration by agreeing to a one-year, $1.0625 million contract Wednesday. Capps has logged just 15 1/3 total innings at the major league level since August 2015, and he needed surgery for thoracic outlet syndrome this offseason. The hope is that he will be ready for spring training in February, but the crow-hopping 27-year-old right-hander remains a big question mark for the San Diego bullpen.
