Cleveland Browns running back Quinshon Judkins, despite being drafted in the second round of the 2025 NFL Draft, has yet to make his NFL debut.
He's missed the offseason program and training camp due to assault charges that were later dropped. Though he won't face legal consequences for the incident in question, the NFL's Personal Conduct Policy doesn't require legal punishment or proceedings to occur to suspend players for their alleged actions off the field.
These could apply to Judkins in 2025. So will Judkins play in Week 2? Will he be suspended? How much time could be missed due to a suspension being handed down by the NFL? Let's dive in.

Will Quinshon Judkins Play in Week 2?
On Saturday morning it was announced that Quinshon Judkins will play in Week 2, a game in which the Cleveland Browns will take on the Baltimore Ravens on the road.
He of course missed a ton of practice with the team. It's possible that he'll be limited in Week 2 on a snap count, and may need some more time on the practice field and more familiarity with the game plan before he can start playing significant snaps at running back.

Judkins returned to practice on September 11. In Week 1, RB Dylan Sampson had a nice fantasy day, though he struggled as a runner, logging just 29 rushing yards on 12 carries. It's possible the Browns envision Judkins performing better as a pure runner.
Will Quinshon Judkins Get Suspended in 2025?
That remains to be seen, as this is a developing situation right now. It should be noted that according to Browns insider Ken Carman, the NFL is expected to "come down hard" on a suspension regarding Browns running back Quinshon Judkins. Another Browns insider, Tony Grossi, noted that he expects the NFL to suspend Quinshon Judkins for two-to-four games.
Judkins met with NFL brass on September 10th. The league has an ongoing Personal Conduct Policy investigation into Judkins. It's possible they decide he violated their rules. If possible, they'd likely hand down a suspension of at least a few games.

There's little more we can do than speculate on the situation. We don't know exactly what happened regarding Judkins' actions that got him arrested. But considering the NFL's willingness to suspend players for assault-like allegations, despite those players not facing criminal penalties or being convicted of crimes, leads me to believe that Judkins will at least be banned from his team for a few games.
Quinshon Judkins Fantasy Football Outlook
Judkins will join his fellow rookie running back, Sampson, in a committee-style backfield of some sort. We now have information on how Sampson will be used -- as a pass-catcher, considering he was targeted eight times and hauled in all his receptions for 64 yards.

Sampson impressed in his first game, forcing a high rate of missed tackles and gaining plenty of yards after contact and after his catches. But his paltry 2.4 yards per carry should, in part, lead the Browns to give plenty of rushing workload to Judkins.
Judkins is a great athlete -- he's 221 pounds and ran a 4.48-second 40-yard dash at the 2025 NFL Combine. He should play the role of "battering ram" for lack of a better term -- used generously in short-yardage and goal-line scenarios. Judkins' power could help wear down defenses and power through tackle attempts to gain extra yards.

Judkins, as a workhorse back, doesn't seem to make sense. Sampson is clearly a capable and elusive pass-catcher, and Judkins' elusiveness isn't one of his good traits. He also performed very poorly as a receiving back in college, so his PPR upside should be limited.
On what could be a very bad Browns offense, especially if QB Joe Flacco gets injured or gets benched, he might not be worth starting outside of deep leagues. Judkins has clear weaknesses in his game that limit his fantasy upside. He'd need massive rushing volume, high efficiency, plenty of touchdowns, and an undeserved receiving volume to have the ceiling the hype might lead you to believe he has.
