Tampa Bay Rays starting pitcher Jose De Leon (elbow), who is recovering from Tommy John surgery last year, is scheduled for his second rehab start on Thursday for High-A Charlotte. In his first start last Saturday, De Leon allowed two hits (a homer) and two earned runs while walking two and fanning none in just 1 2/3 innings. The 26-year-old right-hander will need to show that he's fully healthy in the majors with a role in the starting rotation before fantasy owners take notice.--Keith Hernandez - RotoBaller
