Pittsburgh Penguins center Jeff Carter (lower body) is regarded as a game-time decision for Wednesday's battle with the Capitals. He has been on the shelf for three games with a lower-body problem, but it appears that the veteran is getting ready to return to the lineup, as he has ditched the non-contact jersey in practice. Carter centered the third line in Tuesday's practice and also worked on the second power-play unit.
