
Joey Pollizze predicts the top free-agent landing spots for Amari Cooper, Keenan Allen, and Gabe Davis heading into the 2025 fantasy football season.
Even though training camp starts in a few weeks, there are still some valuable wide receivers available in free agency. Keenan Allen, Amari Cooper, and Gabe Davis are still without a team this late in the offseason. Those three wideouts are the best three remaining free-agent playmakers on the market.
As a result, it wouldn't be a shock to see all three wide receivers get picked up before the 2025 season officially begins. Several teams could use a veteran wideout on their roster, and there's a strong chance that Allen, Cooper, and Davis could sign within the next few weeks.
So, where will Allen, Cooper, and Davis sign? What are their best landing spots? Let's dive in and find out.

WR Amari Cooper
Things have gone downhill fast for Cooper. It wasn't too long ago that he was putting up consistent numbers and being a reliable WR1 option. Back in 2023, the Alabama product totaled 72 catches for 1,250 receiving yards and five touchdowns, marking the second straight year he went over the 1,100-yard threshold.
Cooper looked solid in his first two years in Cleveland (2022 and 2023). He caught at least 70 passes and totaled over 1,150 yards in both of those campaigns while also finishing as a top-20 fantasy wide receiver in PPR formats across both years. However, the 2024 season showcased a completely different wide receiver.
The veteran only caught 24 passes for 250 yards and two touchdowns in his first six games with the Browns before being traded to the Buffalo Bills at the deadline. Many believed the change of scenery and the upgrade at quarterback would help Cooper rediscover his Pro Bowl form. Unfortunately, that wasn't the case.
Cooper didn't see many opportunities in Buffalo's offense once he was traded there in October. He caught just 20 passes for 297 yards and two touchdowns in his eight games with the Bills. Although the five-time Pro Bowler did total over 50 receiving yards in four of those eight contests, he often played less than 50% of the offensive snaps each week.

Following that poor season, no team seems to be willing to meet his contract demands. At 31 years old, the best is likely behind Cooper. This is usually the age we start to see wide receivers fall off a cliff. However, plenty of teams could need a playmaker like him before the season begins.
The three teams that could use his talent this upcoming season are the Pittsburgh Steelers, New York Giants, and Las Vegas Raiders. Cooper would upgrade all three of those offenses and could emerge as a potential flex play in fantasy if he were to sign with the Steelers, Giants, or Raiders.
Cooper would be an upgrade over Calvin Austin III as the WR2 in Pittsburgh. He would fit perfectly in New York with veteran quarterback Russell Wilson and be the second option in that offense behind Malik Nabers. In Las Vegas, he would give Geno Smith another big-time weapon on the outside, and the Raiders wouldn't need to rely on rookie Jack Bech to serve as their WR2 to start the year.
Potential Landing Spots: Steelers, Giants, Raiders
WR Keenan Allen
Wide receiver Keenan Allen has had an extremely productive NFL career. He is a six-time Pro Bowler, finished second in Offensive Rookie of the Year voting in 2013, and won NFL Comeback Player of the Year in 2017. Most of his NFL success came during his time with the Los Angeles Chargers, as he played there for 11 seasons from 2013 to 2023.
In his final year with the Chargers, Allen posted some of the best numbers of his career. He caught a career-high 108 passes for 1,243 yards and seven touchdowns across 13 games in 2023. However, with a new head coach (Jim Harbaugh) taking over and the team in salary-cap hell before the 2024 season, he was traded to the Chicago Bears in March.
Despite only catching 70 passes for 744 yards with the Bears this past season, Allen showed he still has plenty left in the tank. He emerged as a middle-of-the-field target for young quarterback Caleb Williams and had a few games over 70 receiving yards. There was a span from Week 12 to Week 16 where Allen caught at least five passes and totaled over 70 yards in four of five games.

So, there's a strong chance that some team will take a gamble on him in 2025. Even though he just turned 33 years old, a few teams could use his leadership and experience in the locker room. The veteran could also continue to be a reliable short-yardage option in the slot for any team needing that role. A few teams that fit that are the Raiders and the Los Angeles Rams.
Las Vegas doesn't have a reliable wide receiver option outside of Jakobi Meyers. The Raiders selected two wide receivers in the 2025 NFL Draft (Bech and Dont'e Thornton Jr.), but starting two rookies in three-wide-receiver sets might not be a great recipe for success. As a result, Allen would be a perfect fit in the slot here.
The Rams are another team that could potentially be looking to add Allen before the season. The veteran has expressed his desire to return to the Los Angeles area, and he likely would be happy to play with the Rams. The 33-year-old would operate in the slot while forming a solid wide receiver trio with Puka Nacua and Davante Adams.
Potential Landing Spots: Raiders, Rams
WR Gabe Davis
When the Jacksonville Jaguars signed Davis to a three-year, $39 million contract during the 2024 offseason, it was a slight overpay for a wide receiver who had never topped 850 receiving yards in a season. Therefore, it's not a total surprise that the Jaguars cut the 6-foot-2 playmaker this past offseason.
He only caught 20 passes for 239 yards and two touchdowns in 2024 and missed half of the season due to a torn meniscus. While Davis missed the final six games with a torn meniscus, the expectation is that he will be ready to go for Week 1 of the 2025 season. The problem, though, is that we don't quite know where he will play.
Davis has yet to be picked up after being released by Jacksonville on May 7. There isn't any rush from the former Jaguars wide receiver to find a new home while he rehabs from that meniscus injury. However, a team will likely sign him at some point over the next two months. He is just 26 years old and would be a nice deep-threat option for most teams this season.
Davis averaged 16.7 yards per reception in his first four years with the Bills (2020 to 2023). In those four seasons, the UCF product caught a combined 163 passes for 2,730 yards and 27 touchdowns. So, we should expect him to play for a new team in 2025. The best landing spots for him are the Giants, Steelers, and Denver Broncos.

All three of these teams don't have the best wide receiver groups and could use a playmaker like Davis on offense. Both the Steelers and Giants brought the wideout in for a visit a couple of weeks ago. Even though nothing materialized following those visits, both teams could revisit those free-agency talks once it gets closer to training camp.
The Broncos could also be a sneaky destination for Davis. Outside of Courtland Sutton, Denver lacks another solid wide receiver in its offense. The five-year veteran would be an upgrade over Marvin Mims Jr., Devaughn Vele, Troy Franklin, and rookie Pat Bryant in this offense.
Potential Landing Spots: Giants, Steelers, Broncos
