RotoBallers, Week 13 has arrived, and the bye weeks are returning. There are six teams off as the Raiders, Ravens, Bears, Giants, Vikings, and Bills are on a bye. At RotoBaller, we are here to guide you through the bye weeks and help set those winning lineups with our Week 13 PPR wide receiver rankings for fantasy football of the 2023 NFL season.

There will be a lot of lineup decisions to make in Week 13 between injuries and six teams on the bye. Fantasy managers will be without Rashid Shaheed (thigh), Demario Douglas (concussion), and Michael Wilson (shoulder), as all three wideouts have been ruled out. Reinforcements are coming as Tee Higgins (hamstring), Treylon Burks (concussion), and Noah Brown (knee) are expected to return. Week 13 Wide Receiver Rankings Analysis

Below, you will find our fantasy football outlooks for key options in Week 13, which gives readers a matchup preview of that player and advice on whether to start or avoid for the upcoming week. We provide outlooks for all 32 NFL teams, which can be found on our player profile pages and our fantasy football news desk.

Tank Dell, WR, Houston Texans
Week 13 Overall PPR Rankings: 26
Week 13 Wide Receiver PPR Rankings: 11

Houston Texans wide receiver Tank Dell (calf) is currently listed as questionable for the Week 13 matchup against the Denver Broncos. Despite that, Dell is expected to play this week, which is great news for the Texans offense. Head coach DeMeco Ryans has expressed confidence that Dell will be able to suit up for this game.

The rookie wideout could be in for a big game with tight end Dalton Schultz (hamstring) already ruled out. If active, Dell should be considered a low-end WR1 for this game.

Josh Downs, WR, Indianapolis Colts
Week 13 Overall PPR Rankings: 45
Week 13 Wide Receiver PPR Rankings: 22

Indianapolis Colts rookie wide receiver Josh Downs put together a five-catch, 43-yard performance in the team's Week 12 win against the Tampa Bay Buccaneers. Despite the decent outing, Downs saw a team-high in targets with 13, tied with fellow wide receiver Michael Pittman Jr. Downs serves primarily as a YAC and deep threat for Indy, leading the receiving corps in plays of 20+ yards with eight total.

He finds himself in a decent matchup against the Tennessee Titans, who allow the sixth most fantasy points to opposing receivers this season. Downs' big play ability makes him a boom-or-bust type of play, but this matchup should instill confidence in fantasy managers to play him as a WR3/Flex option in Week 13.

Curtis Samuel, WR, Washington Commanders
Week 13 Overall PPR Rankings: 74
Week 13 Wide Receiver PPR Rankings: 38

Coming off a 100-yard performance, Washington Commanders wide receiver Curtis Samuel offers some upside against the Miami Dolphins in Week 13. When he's played, the seventh-year wide receiver has been one of quarterback Sam Howell's go-to weapons, and that showed with his 12 targets in Week 12.

The Commanders will likely play from behind during their Week 13 matchup. With that in mind, Samuel could receive many targets, while Washington favors a pass-heavy offense to keep up. He could be a solid play for teams in a pinch in a week with six teams on bye. Consider him a flex option with upside against Miami.

Rashee Rice, WR, Kansas City Chiefs
Week 13 Overall PPR Rankings: 47
Week 13 Wide Receiver PPR Rankings: 23

The Kansas City Chiefs have removed wide receiver Rashee Rice (foot) from Week 13's injury report. Rice finished as Week 12's overall WR3 with 24.3 full-PPR points in last Sunday's mini-breakout effort. Despite the obvious career-best box-score returns in targets (10), catches (eight), and receiving yards (107), Rice barely reached career highs in snap share (69.0%) and route rate (68.6%).

It offers context that the second-round rookie's opportunity hardly expanded much beyond what we've seen over the last five outings. But head coach Andy Reid's postgame endorsement of Rice, referring to him as "Patrick friendly," should tell you all you need to know about how the coaching staff regards him at this point. Rice enters Week 13 against the Green Bay Packers, ranking fourth in fantasy points per route run (0.61) and seventh in fantasy points per target (2.26) as well as yards after catch (360) among WRs. Rice is a high-end WR3 with WR2 upside.

Nico Collins, WR, Houston Texans
Week 13 Overall PPR Rankings: 33
Week 13 Wide Receiver PPR Rankings: 14

Houston Texans wide receiver Nico Collins is a must-start in fantasy in Week 13 against the Denver Broncos. Collins is coming off a strong performance in Week 12, catching seven passes for 104 yards and one touchdown. The young wideout has now totaled at least seven catches and 65-plus receiving yards in back-to-back games for the first time this year.

Even if All-Pro cornerback Patrick Surtain II shadows Collins this weekend, the Texans wideout should still see plenty of opportunities in a game with the second-highest over/under (47) of Week 13.
