With wide receivers Demaryius Thomas (Achilles) out for the season and Keke Coutee (hamstring) still a question mark, Carter could be a surprise in Week 17 against the Jaguars as Jacksonville keys in on stopping Houston's top receiver, DeAndre Hopkins.
